Timothy Cheney “Tim” Richmond, born April 24, 1937, and passed away on August 20, 2026 at the age of 89 in Cheyenne, Wyoming. Tim was the son of Winslow Tracy Richmond and Lucille Robertson (Cheney) Richmond and grew up in Summit, New Jersey where he attended Summit public schools and later, Mount Hermon School for Boys in Massachusetts. He received a BS in Forestry and Range Management from the University of Montana at Missoula in 1964.
After serving various roles in forestry and mining reclamation, Tim joined the Wyoming Department of Environmental Quality in Cheyenne in 1983. As part of the Abandoned Mine Land Program, he spent the next 18 years managing the reclamation of mines that were abandoned before the enactment of laws at either the state or federal level. Throughout his professional career Tim was active in many government and industry sponsored technical and professional organizations, including the American Society for Mining and Reclamation and one of its predecessor organizations, the Solid Mineral Waste Stabilization Liaison Committee.
Outside of his professional life, Tim had a lifelong fascination with trains and railroading. He also had a deep love for the Lake Champlain region of upstate New York, where he spent summers with his parents as a child and returned throughout his life. After retirement, he and Rita had a summer place on the lake for several years, giving him the opportunity to spend more time in a place that had always been special to him. There, he enjoyed fishing, pursuing his interest in early North American history, and becoming involved in the local historical community. His love of trains and railroad history was also reflected closer to home, where he volunteered for many years at the Cheyenne Depot Museum.
Tim is survived by his wife, Rita Rae (Rathbun) (Eaton) Richmond; his children, Shari Garnsey of Canton, GA, Scott Richmond of Roanoke, VA, and Susan Nickson and her husband, Dave, of Lewistown, MT; four grandchildren and five great-grandchildren; his stepdaughters, Cindi Marcum of Overland Park, KS, Cheri Cushman and her husband Dustin of Paulden, AZ, and Christine Pope of Trego MT; and four step-grandchildren and five step-great-grandchildren, and three step-great, great grandchildren. Tim is preceded in death by his parents and his brother, Winslow Tracy Richmond, Jr.
